GRACE 2025 - 2030PUBLIC STRATEGIC PLAN

The Catholic University in Erbil (CUE) GRACE 2025–2030 Strategic Plan presents a dynamic, mission-driven framework for institutional growth, academic excellence, and long-term societal impact. In response to the rapid transformation of higher education—globally and locally—CUE launched a rigorous strategic planning process during the Spring term of Academic Year 2024–2025.

This process was led by the Strategic Planning Committee (SPC), a representative body composed of faculty, staff, administrators, and students. The SPC adopted a comprehensive and participatory approach aligned with recognized best practices in strategic planning. The process began with a review of CUE’s mission, vision, and values, anchoring the institution in the Catholic intellectual tradition while reaffirming its commitment to student success and societal impact.

To ensure the plan was evidence-informed and future-oriented, CUE conducted a comprehensive needs assessment supported by stakeholder engagement, SWOT analysis (strengths, weaknesses, opportunities, and threats), and analysis of internal and external trends, market demands, and regulatory requirements. 

The insights generated through these consultations and analyses informed a vision-oriented roadmap that is both aspirational and actionable. The Plan is organized around five strategic priorities:

1. Governance & Institutional Effectiveness
2. Resource Stewardship, Financial Sustainability & Student Success
3. Academic Excellence & Educational Effectiveness
4. Community Engagement & Peacebuilding
5. Environment for Learning & Infrastructure

This Strategic Plan is a living framework designed to guide CUE in achieving its aspirations over the next five years while navigating the complexities of a changing higher education landscape and broader global and local challenges. Through GRACE 2025–2030, CUE advances a strategic path that prepares graduates to contribute meaningfully to their region and to the world
